阳明海运将自2013年9月1日起（以提单日为准），征收第三地付款附加费—USD50/BILL（在第三地收取）。此费用适用于所有中国大陆地区（广东和广西省除外）进出口货物,美加线除外。

Pls be advised that YML will collect “the third place payment fee”at the third place  -USD50/BILL effective from Sep/01/2013(Bill date).
This surcharge will be applied to all export and import shipments in PRC exclude Guangdong&Guangxi province and Usa&Canada trade.
